Texas registers more vehicles than any state except California — about 24 million of them. The Lone Star State also has the largest specialty-plate program in the country: 300+ designs ranging from $30/year for a basic personalized plate up to $195/year for premium designs like the Lone Star Black, the Dallas Cowboys plate, or the University of Texas alumni plate. Texas custom license plates (the state's term is 'personalized plate', and most Texans call them vanity plates) all run through MyPlates.com — the official vendor authorized by the Texas Department of Motor Vehicles.

That tiered pricing is the first thing that makes Texas different. The second is the character rules. Texas allows letters, numbers, spaces, hyphens, and periods on the same plate (most states only allow letters and numbers), and at least one letter is required.
