Pennsylvania has been issuing license plates longer than almost any other state — since 1906 — and PennDOT processes roughly 50,000 personalized plate applications a year. Pennsylvania custom license plates (the state's official term is 'personalized registration plate', but most drivers just call them PA custom plates or vanity plates) cost a flat $76 first-year fee through PennDOT's online vehicle services portal. That includes both the personalization surcharge and your standard plate registration, which makes the upfront cost look bigger than it really is — renewal is just your normal annual registration fee.

PA's character rules are some of the strictest in the country: 2-to-7 characters, letters and numbers only, no spaces, hyphens, ampersands, or special symbols. PennDOT's plate-stamping process uses a fixed character grid that doesn't accommodate spacing variations. The trade-off is faster manufacturing and a lower production-error rate than states with more flexible character sets — and a slightly lower rejection rate than California or New York.

How we built this list

Our candidate list came from r/Pennsylvania, the PA Mustang Club, JeepForum's Pennsylvania subforum, the C7 Corvette PA owners group, and our own brainstorms with friends who've held Pennsylvania custom plates through multiple registration cycles. The list was curated to favor alphanumeric-only combinations (no spaces, hyphens, or ampersands), since those are the only characters PennDOT allows on a personalized registration plate.
